The Gnomish Location Transponder can drop from any mob in Draenor for engineers, but most likely to from Karnoth for the quest  [10-40] Shadows Awaken in Teluuna Observatory at Embaari Village. It starts  [10-40] Transponder 047-B, which begins a short chain to unlock the Engineering Works blueprints for the Garrison.
