The Foot of Lei Shen ^[59, 37] is the last step before reaching the Throne of Thunder on the northern part of the Isle of Thunder. The area is unlocked after completing  [32-35] The Fall of Shan Bu, which finishes The Fall of Shan Bu stage of the Isle of Thunder storyline.
