Faint Whispers of Dreaming drop from rare elite mobs and are looted from chests on the Dragon Isles and are rewarded from world quests. They can also be looted from  [Valdrakken Treasures],  [Victorious Contender's Strongbox],  [Dragonbane Keep Strongbox], and  [Malicia's Hoard].
