Failed Converts are fel-corrupted Broken located in Krokuun. Three of them lay dead by a Shademistress in the High Inquisitor's Lair, near the entrance.

They were probably prisoners who chose to join the Burning Legion as described in 
[45] Nath'raxas Hold: Preparations, but did not survive the fel conversion. Legion Cannoneers are likely the survivors.
