Notes
Need to have Exalted reputation with the Argent Dawn.
You can collect the Insignias from various turn-ins from other Argent Dawn NPCs. These require you to collect various materials, such as 
[Bone Fragments], and trade them at the rate of thirty materials per Insignia.
