Enhanced Chaos Bolt is a Destruction warlock Draenor Perk, available as early as level 92, though it is not guaranteed to be acquired until level 98.
Empowered Chaos Bolt reduces the cast time of [Chaos Bolt], the most damaging spell in a Destruction warlock's arsenal. Besides the obvious impact this will have on your damage throughput (as you will be able to cast your next spell 0.5 seconds faster), this also diminishes the value of 
[Backdraft] as the Chaos Bolt cast time is already shorter.
