Elysian Decree
Elysian Decree Demon hunter ability 30 yd range 1 min cooldown Instant Place a Kyrian Sigil at the target location that activates after 2 sec. Detonates to deal (350% of Attack power) Arcane damage and shatter up to 3 Lesser Soul Fragments from enemies affected by the sigil. Deals reduced damage beyond 5 targets.

Elysian Decree is the demon hunter class ability of the Kyrian Covenant. It's available to all demon hunters who join the Kyrian. For all intents and purposes the ability counts as a Vengeance sigil, so everything that affects sigils in general (like [Quickened Sigils]) will also affect Elysian Decree.

This ability is also temporarily available during the Bastion portion of the Shadowlands campaign; it's given by the quest  [10-53] The Archon's Answer and lasts until you finish the Bastion storyline.
