Drowned Mana has a chance to be fished up from the pond at Margoss's Retreat northwest of Dalaran. It can either be turned in to Conjurer Margoss to gain reputation with him, or be used as a currency for the wares he sells (and which require reputation with him).
As a quest objective
One Drowned Mana needs to be acquired for 
[10-45] Drowned Mana.
