The Darkmoon Top Hat can be purchased from 
Gelvas Grimegate at the Darkmoon Faire on Darkmoon Island for 10 
. It also has a chance to be found in the 
[Darkmoon Game Prize] rewarded from the dailies.
The top hat is consumed to provide a buff with the same benefits as 
[WHEE!], provided by the Darkmoon Faire Merry-Go-Round and Roller Coaster. The two buffs are mutually exclusive, so it does not double the bonuses; instead it is a way to acquire or refresh the bonuses without the need to visit the actual fairgrounds each time.
The buff lasts 1 hour, which is counted in real time, not game time - the duration runs down and expires even if logged out. Once the Faire event ends, any unused hats vanish from bags, but any buff already active still lasts its normal duration.
The hat is displayed on the character's head while the buff is active. When it ends, it explodes with non-damaging firecracker effect.
