The cards (Ace through eight) are chosen from among the Blockades deck, Tides deck, Squalls deck and Fathoms deck. Combining one each of all eight cards creates the a Level 120 epic trinkets.

Darkmoon Card of War is created by using Kul Tiran and Zandalari Inscription; taught by the Kul Tiran and Zandalari inscription trainers,  Zooey Inksprocket and  Chronicler Kizani for 40 at a skill of (85). Rank 2 is taught by the same trainers for 50 at a skill of (100). Rank 3 is taught by  [Recipe: Darkmoon Card of War]; purchased from Collector Kojo for 1200 and requires revered reputation with the Tortollan Seekers.
