Dark Keeper Pelver Deepstomp can be found in Blackrock Depths. He is one of six possible Keepers which spawn after a party member looks at the portrait in the Black Vault anteroom. He drops the  [Dark Keeper Key] which is needed to open the Dark Coffer in the Black Vault. Pelver appears inside the Domicile on its upper level.

Abilities

•  Frost Armor  — Encases the caster in a layer of frost that lasts 30 min. The thick ice increases armor by 12, slows melee attackers' movement, and increases the time between their attacks.
