The Cryptic Tome of Tailoring can drop from any mob in Draenor for tailors, but most likely to from Karnoth for the quest 
[10-40] Shadows Awaken in Teluuna Observatory at Embaari Village. It starts [10-40] The Cryptic Tome of Tailoring, which begins a short chain to unlock the Tailoring Emporium blueprints for the Garrison.
The quest line reveals that the tome belongs to Ameeka.
