The Charred Locket can be found during the Alliance perspective of the Broken Shore scenario. Find it in the Ashes of a Fallen Crusader on an altar at [42, 42] during Stage 6 - Raze the Black City.
As an objective
After acquiring the locket and completing the scenario, head to Eastvale Logging Camp at [85, 67] and speak with Alaina Hearthsong. After giving her the locket, briefly leave her house and return. On the second floor, 
[Alaina's Bonnet] can be looted.
