Champion's Purse is one of the two reward options from completing the following daily quests of the Argent Tournament:
[25-30 Daily] Among the Champions- [25-30 Daily] Battle Before The Citadel
- [25-30 Daily] Taking Battle To The Enemy
- [25-30G3 Daily] Threat From Above
Champion's Purse contains 10
and a 
[Champion's Seal], thus having some value for players who already exalted with the racial capitals with whom they have earned the right to Champion, as the other reward option, 
[Champion's Writ], provides 250 reputation for those factions.

Hotfix (2013-05-23): Champion's Purse should now always award a Champion's Seal again.
