Captain Noteo was originally created purely as a temporary measure, allowing players to travel from Auberdine to Menethil Harbor in the original World of Warcraft beta while the mechanics for the boat system were yet to be fully implemented.
Captain Noteo, along with his compatriot Captain Placeholder, was temporarily brought back in early 2005 while a glitch in the boat system was being addressed. They were again removed from the game in April 2005 when the problem was corrected.

Notes
Captain Noteo was a reference to Michael Jackson. He was originally named Captain Eo, a reference to Captain EO (a movie starring Michael Jackson shown at Disney theme parks), but his name was changed during the course of the beta. Noteo constantly performed the male night elf dance animation, which is based on the music video for the Jackson song "Billie Jean", and his dialogue referenced the song "Smooth Criminal".
