Boffins appears after defeating mechs during the A.Z.E.R.O.T.H. invasion in Time Rifts around Tyrhold Reservoir. Interact with it to start 
[10-70] Buzzing Boffins, one of the criteria of 
[Temporal Acquisitions Specialist].
After turning in to Soridormi, Boffins appears at her side, and can be pet.
