The design costs 10x[Heavy Savage Leather]. You must have completed the initial quests in Twilight Highlands to unlock the phasing to reveal the vendors.
Notes
At initial release in Patch 4.0.3a, the item included Expertise as a statistic, making it in effect useless as a caster item. This bug has since been corrected.
Patch changes
Hotfix (2011-01-03): Bloodied Wyrmhide Gloves no longer have any expertise rating on them, and now grant Spirit instead. - Patch 4.0.3a (2010-11-23): Added.
