Bells of Remembrance are used by the venthyr to beckon souls from within the Crypt of the Forgotten, so they can judge whether the souls have become humble enough to move on in their journey to redemption.

A Bell of Remembrance can drop from certain mobs at the Catacombs of Regret and Archivam in Revendreth after the "Avarice" chapter of the Venthyr Campaign is completed. At the Catacombs of Regret, it drops from Sinstone Rampagers or Escaped Captives; in Archivam, it drops from Nefarious Thugs, Excavation Enforcers, Nefarious Collectors, Beleaguered Excavators, or Examiner Boian.

The same bell is then provided as a quest item for N [60] Sinkeeper.

After Sinkeeper has been completed, additional Bells of Remembrance will continue to drop from the same mobs at the Catacombs of Regret and Archivam. These bells are used in the same way as in Sinkeeper, but each one has a chance at granting a  [Satchel of Forgotten Heirlooms] when you judge a soul. They seem to be limited to one bell drop per day.
