This is one of the post-Cataclysm quests for the Cathedral wing of the Scarlet Monastery.

Talk to Dominic, who is weakly stealthed near the waterfall's edge in the upper part of the fountain in the Chapel Gardens. He gives the quest [39D] Right Under Their Noses. The target of this quest is High Inquisitor Fairbanks. He can be found in a secret chamber in the east wing of the cathedral.
