Notes
Find the Nightborne Arms Caches sitting around and loot them for 
[Nightborne Armaments]. Find Rebellious Citizens, usually gathered in groups of two and sometimes three, and use the armaments to set down a Crate of Weapons at their feet. After several moments they will focus on the closest Duskwatch mob and attack.
