Akainu's Absolute Justice can drop from dungeon, raid, world bosses, rare elites on the Broken Isles and Argus, and Commanders at Invasion Points. The item is also found in world quest caches, PvP strongboxes, Mythic+ weekly caches, and 
[Blingtron 6000 Gift Package]. Lastly, it can also be discovered by using a Relinquished token purchased from Thaumaturge Vashreen.
Trivia
This item's name and flavor text is a reference to Akainu from One Piece who has the power to control magma. Absolute Justice is a manner of justice in the One Piece world at its most extreme. The flavor text refers to a famous duel he took part in that permanently altered an island's landscape.
