Abrogator Stone Clusters are a rare drop from all bosses in Highmaul which they can be broken apart to get five Abrogator Stones.
Notes
Much like legendary quest item drops in Mists of Pandaria, the stones can only be looted from each boss once per week, regardless of difficulty, and there is no difference in drop rates between difficulties.
After Patch 6.2.2 they also can be obtained from 
[100 Daily] Abrogator Arbitrator.
