Checks if the player is currently waiting to log out.

Returns
- loggingOut
- boolean - Returns true if the player is currently logging out, false if not.
Details
- Logging out means standing outside of a capital city or an inn, clicking on "Logout" and watching the 20 seconds timer going down to 0.
