Vengeful Unyielding Footmen are human and dwarf ghosts who spawn when the 
[Unyielding Battle Horn] is blown near the Unyielding Banner in Hellfire Peninsula.
They assist the player in taking revenge against Urtrak during the quest 
[10-30] Bloody Vengeance.
