how are api changes linked on patch notes?

You reverted an edit of mine and pointed to a useful article in your comment.

However, I am not able to see a link to the api changes page from the more general patch page.

Perhaps, I am overlooking it.

If you could so kind as to point it out to me, I would appreciate it.
