The Windreaver is the third required boss encounter of the Summit of Skywall. Once purged from a wrecked Alliance gunship, the Lord of Squalls will retreat to the Cyclone Tower where he awaits the adventurers' assault. Defeating the Windreaver and shutting down the Cyclone Tower is the only way to calm the torrential gusts protecting Al'Akir's palace.
