She was only available during the monthly (Call to Arms: Strand of the Ancients).
Patch changes
Patch 6.0.2 (2014-10-14): Removed, along with related Call to Arms events. 
Patch 5.0.4 (2012-08-28): Level increased to 90 
Patch 4.0.3a (2010-11-23): Now only appears during the Call to Arms: Strand of the Ancients. Level increased from 81 to 85 
Patch 3.0.2 (2008-10-14): Added.
