The proc rate with frostbolt seems extremely low, but the ring often procs when fighting multiple opponents. AOE spells hitting multiple targets have a much higher chance of activating the effect, because each target adds to the chance. Even critters (rats, cockroaches etc) will do. I haven't tested if the chilled effect from ice armor or frostbite from the chilled effect are considered "harmful spells landing". - Tiga
