The current scuttlebut is that Weapon Mastery will be altered for patch 2.3 such that it provides a 25% or 50% disarm-time reduction for 1/2 points, never preventing disarm at all. http://forums.worldofwarcraft.com/thread.html?topicId=1778027213&postId=19976319055&sid=1#4
