I added the effect which is listed for this item in thottbot. It appears that the "elink" field in the tooltip where the effect was originally listed is not working properly. Here is the code i removed:
|elink=Chance on hit: Grants an extra attack on your next swing.

Okay, I added the spell link to the "effect" field and it seems to be working properly. Note that the "elink" field is still not working as far as I know, but this method seems to work fine.
