What the catnip does " When you shift out of Bear Form, Dire Bear Form, or Cat Form, your next Regrowth spell takes (-2).1 fewer sec. to cast. " mean in English?

It's poorly worded, but the next regrowth is 2seconds faster, otherwise know as instant cast. --Stfrn 06:20, 13 March 2007 (EDT)
