Cenarion Scout?

It talks about how she mercilessly kills a cenarion scout, well since this also occurs in the death knight starting area, is it that far off to say that this is a game mechanic that was used during the death knight starting area and that Blizzard just forgot about her and just left her to repeat the same merciless killing over and over?
