Bugged in 2016?

The article stats that Isla spawns when Coren is at 35% health, but my observation is that she spawns near the beginning of the fight, and it's Ursula who spawns at around 35%. Additionally, when Isla dies, she immediately respawns at full health, making attacking her completely pointless (I was in a group where Isla died twice, and she was still alive at the end).
