How does the +10% Increase chance to freeze target work?

If its (3/3 Frostbite) --> 15%+10% = 25% chance to freeze,

then (0/3 Frostbite) --> 0%+10% = 10% chance to freeze.

OR

If its (3/3 Frostbite) --> 15%*10% = 16.5% chance to freeze,

then (0/3 Frostbite) --> 0%*10% = 0% chance to freeze.

So for AOE grinders:

If +10% -> it decreases effective AOE Grinding. Not worth using.
