First off this wasn't ever true  [Andonisus, Reaper of Souls] was implemented in the same patch, though you could argue it's a special case (and it is mainhand not one hand, but I find it misleading nonetheless). At level 70 there are many weapons who have superior damage per swing including the blacksmith wepons.
