"The schematic for this device can be learned in Shadowmoon Valley, either from Jonathan Garrett in Shadowmoon Village or Niobe Whizzlespark in Wildhammer Stronghold. A quirk of interest to more 'adventurous' players: both will teach the pattern to anyone qualified regardless of the engineer's faction. Whether this is advisable is left to the discretion of those tenacious enough to be making the decision."

I snuck in to the Horde camp and found I could not talk with their trainer - he was marked as neutral, but I couldn't interact with him other than attacking (I had required engineering skill and hadn't learned the recipe yet). Don't know how it is with the Alliance trainer, but it seems that at least alliance can't learn from the Horde trainer, so it seems that this information is incorrect or outdated.
