level requirement

As of patch 4.1 I had this enchant on a haliscan tuxedo [1]. For my level 10 toon the enchant turned red and said requires level 25. Worse, the tuxedo turned item level 1, so the enchant isnt even allowed (used to be 36). Double nerf!
