Is there a difference between how this talent works, and spell hit rating which increases the chance of hitting high level targets? If this effectively works the same way, what would be the equivalent number, and would spell hit rating be significantly beneficial? This is something I've been wondering about. A late reply... but here it is. No. See Spell Hit for the Hit rating equivalent. The other part is (and a mage challenged me on this using the wording of [Precision] as reference) is that the hit is for all spells, not just Arcane. It definitely appeared that he was getting more hit than his hit rating suggested so I didn't argue, but the wording of the tooltip would definitely suggest that it's only for Arcane given there's no comma after "hit"... but it is still a little ambiguous.
