Talan is the goblin owner of the namesake "Talan's Bar" in Gadgetzan in the Mean Streets of Gadgetzan expansion for Hearthstone.
Prior to the expansion's release, several promotional images were released in the form of pages from a Gadgetzan newspaper called The Gadgetzan Gazette, page one of which featured an advert for Talan's Bar and a special URL that allowed readers to exchange messages with Talan himself to learn more about the backstory of the upcoming expansion.
