Swarthy Warning Sign is a toy rewarded for reaching renown 16 with Keg Leg's Crew during Plunderstorm. It summons a pirate's flag, with Pepe atop it wearing  [A Tiny Plumed Tricorne]. When interacting with the sign, it provides various options:

Select a phrase to carve into the sign.
 Beware the Storm!
 Crab Time
 Behind You!
 Danger: Pirates
 Plunderers Only
 Avast!
 Scallywags Ahead
 Yarrr!!!

After selection, the flag will remain for about fifteen seconds before disappearing.
