Speed Metal is a quest achievement earned for defeating Metal Lord Mono-Han after gaining 10 stacks of Power Surge, which is gained by killing Shan'ze Electrocutioners and running over their corpse. See his article for more information.
This achievement is required for the meta-achievement,
