Smoldering Gloves drop from Ebon Whelps in the Wetlands. It originally dropped from Lost Whelps in the Wetlands prior to Cataclysm. It was made available to players again via  [Crate of Salvage] and  [Big Crate of Salvage] during Warlords of Draenor.
