Silithyst Geysers can be found throughout Silithus. Picking one up will give you the 
[Silithyst] debuff, which will force one to travel at normal speeds no matter what. It will also flag the player for PvP.
Should players drop the dust, a Silithyst Mound will spawn at that location, which can then be picked up by any other player.
