The Shoe Shine Kit is looted from Sheddle's Chest, just upstairs of the Photonic Playground in Dalaran (Broken Isles). It spawns every midnight between Saturday and Sunday at 12:00 PM PST, and despawns two hours later.
The toy can be used on the player or other players which provides the 
Shiny Shoes buff that adds a sparkle effect (like the sparkle particles for available loot).
