Patch changes

• Hotfix (2024-09-23): An issue causing [Frost Strike] to not benefit from Razorice when Shattering Blade consumes it has been resolved.
  
• Patch 11.0.0 (2024-07-23): Now causes the next [Frost Strike] when consuming 5 Razorice stacks to be increased by 115% (was 125%).
  
• Patch 11.0.0 (2024-07-23): Now increases Frost Strike damage by 125% (was 100%). Moved to row 9 (was row 8).
  
• Patch 10.1.5 (2023-07-11): Frost Strike damage increase is now 50% effective in PvP combat.
