The Seed of the Sky is acquired from the Darkshore Wisps darting around Darkshore.
Objective of
The player is asked to acquire this item during the quest 
[5-30] The Seeds of Life.
Notes
After the player accepts the quest, the wisps become lootable. Since the wisps are constantly in motion, it can be very tricky to loot one.
