The Runes of the Yrkvinn are Lok'lira's tools for casting illusions (and perhaps other magic works). A Yrkvinn is a practitioner of illusions.
The character is asked to retrieve them from Overseer Syra during the quest 
[25-30] The Crone's Bargain. Retrieving them from her dead body, of course.
