Rune of Flagellation teaches the 
[Flagellation] rune for chest armor.

Enter the northwestern crypt in the Raven Hill Cemetery in Duskwood and obtain the 
[Decrepit Phylactery] from the Dusty Coffer. Take it to the western crypt and use it on the Slumbering Bones to summon the Awakened Lich, which drops the Rune when slain.
