This rune can be found in four different zones:
The Barrens
Drops from the Patrolling Cheetah north of Camp Taurajo. You must use 
[Freezing Trap] to remove its speed buff in order to kill it.
Darkshore
Obtain 
[Crab Treats], either as a drop from furbolg mobs or from fishing. Give them to a Young Reef Crawler on the beach north or south of Auberdine to get the Rune.
Silverpine Forest
Kill Ferocious Grizzled Bears until a Grizzled Protector spawns. Kill it to loot the Rune.
Westfall
Obtain 
[Goretusk Haunch] from Goretusks or Young Goretusks, then use it at the Coyote Feeding Ground near the Gold Coast Quarry to spawn Silverspur. Kill it to loot the Rune.
