Rumble Prize Boxes are a quest reward from 
[1-70] Find a Rumble Coin and [1-70] Insert Coin.
Using a prize box will bring up a ground-targeting reticle to cast "Get New Toy." After the short cast completes, a random unlearned Warcraft Rumble Toy will appear as both an object on the ground and as an item in the player's inventory.
Notes
- The toy item will be lost if there's no inventory space for it. If this happens, some players have reported being able to loot a Rumble Coin Bag they had already looted previously, allowing them to get another shot at the lost toy.
